Combine the oats, 1 cup of the flour, brown sugar, salt, baking soda, and butter. Blend slowly to form loose crumbs.
Press ¾ of the oatmeal mixture into the bottom of a 9.5 x 11 inch pan to form a crust.
Bake for 8 minutes.
Combine the caramel or sweetened condensed milk with 3 T of flour.
Remove from the oven and sprinkle the crust with chocolate chips, pecans and caramel mixture. Lightly top with the remaining oatmeal mixture and bake for 15 minutes.
Cook then cut into bars
